“运河商务带”是以城市副中心为支撑，辐射带动副中心其他城市，打通东部、西部、北部湾三个区域网络，促进三地的高水平同城化发展。

以城市副中心建设为依托，构建起在国家高水平对外开放格局中的“首都经验”和“副中心经验”。“运河商务带”建设将以城市副中心高质量发展为驱动，以“三北”重点地区规划建设为重点，打造宜居宜业宜游的城市副中心。
